Almost a month after Zanu-PF and the MDC signed a power-sharing deal, they have not been able to form a government to free ordinary Zimbabweans from their economic misery. The impasse is over allocation of key ministries. Robert Mugabe and his thugs remain stubborn and adamant that key ministries should be controlled by Zanu-PF. As a result the country remains held to ransom by a senile 84-year-old has-been liberation hero and his band of thugs and is unable to progress forward.

Afonso Dhlakama perdeu a cabeça e já não sabe o que anda a fazer.
A Renamo tem hoje muita gente que bem pode governar o país. O que sucede é que tem uma liderança imprevisível e estonteada – não se entenda apenas Dhlakama – que faz com que até os militantes e simpatizantes ferrenhos nos digam que têm medo que o Partido chegue ao poder nestas condições actuais.

tudo indica presumivelmente sem o seu conhecimento, em que outras ilicitudes ele poderá ter-se
envolvido, e até que ponto isso o poderá tocar pessoalmente como antigo Chefe de Estado, do ponto de
vista criminal?
Como se pode ver, não se trata de um mero caso de polícia e da justiça. É uma embrulhada política
da qual só por milagre de Deus muitos ilustres não sairão beliscados. Mais do que um caso para
agentes policiais, procuradores e juízes, está-se perante um terramoto político que poderá marcar a
rotura numa família que sempre se prezou unida e inabalável. O ar zangado de Chissano, naquela
entrevista, sugeria muito disso.

diário O País.
Portanto é o próprio Dhlakama a dizer que a Renamo não pode viver sem ele. Não é a Renamo.

Of course there are many problems inherent in a party-state. The one is that if the party is paralysed by factional fights, tainted by corruption or run undemocratically, the country are also likely to be. Turning into party-states are one of the reasons why many African countries run by former independence or liberation movements have failed to institute broad-based democracy when they came to power. When the ruling independence or liberation movements became corrupt, undemocratic or divided into factions, or the leadership become personalised, their governments became so also, stunting a democratic, development and service delivery efforts. Can the worse effects of party-state or ‘parto-cracy’ be reversed?
The first thing is that the ANC must become more internally democratic.
Secondly, democratic institutions, the judiciary, parliament and audit institutions must become more vigilant and assert to defend the democracy, constitution and its values.
Thirdly, civil movements, non-governmental organisations and the media must do so also.
Fourthly, ordinary citizens must also assert their rights more, and hold government and public institutions accountable.
Finally, South Africa’s opposition parties must get more serious, adopt more relevant policies, actually do the hard work of establishing proper and working branches and elect more competent leaders.
